Bracketing Sexuality: Human Rights and Sexual Orientation:

A Decade of Development and Denial at the UN

This article evaluates the progress made at the UN in addressing issues of sexual orientation in the decade since Toonen. It surveys the considerable body of work done by the UN’s expert human rights mechanisms to develop international standards and hold states accountable for a range of human rights violations based on sexual orientation. This progress, however, is in stark contrast to the consistent denial and defiance shown by governments at the more “political” UN forums such as the Commission on Human Rights or UN World Conferences, where the merest reference to
sexual orientation has consistently been bracketed and systematically written out of any instruments adopted....(AU)
